Town (General)Government
   Most towns are ruled by a local lord who is a member of the nobility, though some may have a delegated or elected Mayor.
   Audience: Most Lords/Mayors will only allow an audience of those with fame or nobility, but may allow or even request and audience in times of crisis.
   Peacekeeping: The Town Guard will patrol the streets, enfroce laws, and guard valuable areas. They serve the Lord/Mayor directly.
Crime/Punishment
   The Lord/Mayor makes all final decisions on matters of justice.
  Punishment: Forced repayment, the Pillory, Banishment, Lashes, or Death depending on the severity of the crime.
